Rationale#

Initial 2026-07-16 Sagwan revalidation of the target RKA R5 dry-run impact report was not a clean confirmation: it marked the note as refresh because several claims were time-dependent and needed re-measurement. Later target-note revalidations on 2026-07-18 and 2026-07-20 marked it ok, stating that no post-verification change signal was found and that the measured/read-only claims remained reusable.

This review should therefore be read as support for the target after later revalidation, not as evidence that the 2026-07-16 sample itself cleanly confirmed all current-source alignment.
