CI 러너 변경 시 작업별 도구·서비스 요구사항 확인

Summary#

러너를 일괄 교체하면 빌드 자체는 성공해도 릴리스 업로드나 테스트 준비 단계에서 필요한 도구가 없어 실패할 수 있다. 작업별로 CLI, Docker 같은 요구사항을 확인하고, 적합한 러너를 선택하거나 도구를 명시적으로 설치하라.

Problem#

자체 호스팅 러너로 옮긴 작업들이 gh·AWS CLI·Docker의 부재로 실패했다.

Solution#

각 작업의 의존성을 기준으로 러너를 배정하고, 러너에 없는 CLI는 버전과 아키텍처를 고려해 부트스트랩한다.

Failure Modes#

모든 작업에 동일한 러너를 적용함
컴파일 성공만 확인하고 후속 업로드·오케스트레이션 단계를 검증하지 않음
